Tule Lake was a Japanese internment camp, one of the highest security camps during World War II. Agitators such as those who answered "no" to questions 27 and 28 on the Statement of United States Citizen of Japanese Ancestry were sent here. Those who committed actions such as attempting to escape from a lower security facility might also be sent to here.
After Chester Nakayama attempted to escape from the Colinas de Oro War Relocation Center, the camp's director, Major Bowen, ordered that he be sent to this camp. Chester, however, escaped from the convoy that was supposed to be transporting him and went on the run.
Later, Ken Uehara held Bowen hostage in attempt to get him to call in ambulances to the facility to provide medical assistance for an outbreak of a contaagious lung disease. Bowen, having recently been possessed by the yurei Yuko Tanabe, acted crazy, claiming that Uehara was acting as her agent. After being released, however, he claimed that it was all an act, that one of the first things you're taught when being held a prisoner is to act crazy. Uehara replied that he would remember that at Tule Lake. Bowen, however, had Uehara shot dead by his men. ("My Perfect World")
